System of Care Substance Use Disorder Listening Session

This half-day engagement session is dedicated to youth substance use disorder, led by the Minnesota Department of Human Services’ Behavioral Health Administration (BHA) and supported through cross-agency convening by the Governor’s Children’s Cabinet and the Office of Addiction and Recovery, brings together leaders across Minnesota’s child- and family-serving systems to strengthen the Statewide Children’s Mental Health Plan through a System of Care framework.
Together, participants will identify system strengths, gaps, and opportunities to advance a coordinated, developmentally appropriate, clinically sound, family-driven, youth-guided, and culturally responsive system of care. Feedback on governance, workforce, financing, service delivery, infrastructure, and cross-system coordination will directly inform statewide priorities and recommendations to strengthen Minnesota’s children’s mental health and substance use disorder system and support the next gubernatorial administration in advancing a shared vision for children, youth, and families.

This collaborative effort includes the Minnesota Department of Human Services’ Aging and Disability Services Administration (ADSA), Health Care Administration (HCA), the Department of Children, Youth, and Families (DCYF), the Department of Education (MDE), the Department of Health (MDH), alongside community partners and individuals with lived experience.
